Restore helpful message when an attachment cannot be previewed

Description
In 0.8.x, if an attachment could not be previewed (e.g. a Word document), then the following message was displayed when you clicked on an attachment:
HTML preview not available. To view, download the file.
In 0.9b2, no such message is displayed - instead there is a header with one column title 'Line'.
It is possible to download the file by clicking on the
Download in other formats: Original Format
link at the bottom of the page - but this seems a rather roundabout way of doing it - less intuitive if nothing else.
Windows 2000 server, Apache 2.0.54, Mod Python & CGI
jim@… also flagged this as a comment against #554, but I believe this shoudl be in a separate ticket, as it's not mod_python specific.
