Escape urls everywhere

Description
As of [320] search.cs no longer uses the neo_cgi built-in function escape_url function to
escape urls.
We need to create a new url_escape function and use that not only in search.cs but everywhere
urls are used.

Generates valid XHTML 1.0 'Strict' output
This also depends on the proper charset encoding, see #307

That's why we have a feedback system, and note that Trac is not yet 1.0. There will be bugs.

This bug is not descriptive enough, and has too wide of a scope to be readily actionable.
Since filed, we do a better job at escaping html entities throughout the system.
