The 'owner' parameter should not be required for the 'component add' console admin command

The owner parameter of the trac-admin command component add is now optional.

Description

When adding a component through the web interface, the owner parameter is optional. However, when adding a component using the console admin, the argument is required.

We should be consistent, and I can't see a reason to make the owner parameter required.
